I'm assuming you use that if you think all the characters in the group will have a negative VD.
Sorry for the mix-up. If you think all candidates for a question will lose (which means, they will have NEGATIVE VD), there will be no correct answer from the drop-down menu. In that case, you will have to choose "ABSTAIN" as the rule states.
