I will:
- Pick up a best one for each title
- Sort out auto-qualified ones
- Then pick 12 for nomination
When voting:
- On conflict, choose by mood
Some characters are good(Hinamori Amu, Katagiri Yuhi, etc: Anyone in my 'soul palette') but time debuff is so strong that their chance decreased.

Just so it's clear when I refer to a characters ranking, I mean their rough ranking during the preliminaries. A character may get new material and shoot through the roof in terms of strength sometime during Ruby, but that has no effect on how they do in the preliminaries.

Chiaki, Nymph and Hanyuu advanced through Phase II and Phase III. Getting a lucky group in those two phase matters a lot more. Rika made it through Phase I and even if she draw a bad Phase I group, I don't see her failing to advance in Phase II or Phase III. She didn't have much trouble with Suiseseki who was on the borderline of the Top 34 in the 2009 preliminaries. Rika looked a lot worse when the main bracket started but she was perfectly fine in the preliminaries.

Rozen Maiden was all over the place in 2009. They looked absolutely horrible at the end of Double Elimination. Advancing through Phase I because your opponents went through a Rozen Maiden style collapse doesn't have much to do with seeding. A character might end up with a low seed and draw Shana (well I'm guessing Shana would face a lower seeded opponent) which would normally bad bad news. However, if Shana falls apart as badly as Suigintou did she might lose.

You could say the same about Ritsu and Tsumugi as you could about any character. If more of their fanbase participated, they would do better. The fact is that they didn't.

Nanoha isn't Top 32 overall. But she was defintely Top 32 of the characters in the preliminaries. Keep in mind that a lot of the strongest characters skipped preliminaries in 2010. In 2011, The Shanas and Mios and Misakas of the contests are taking up precious Phase I win slots (unless they are up against each other or fight a surprisingly strong newbie out of nowhere or something else really wierd happens). There are slightly more Phase I slots but the competition is much fiercer to get them. It will be considerably tougher for a character on the borderline of the Top 50 to be able to get one of them compared to last year.

That's the thing. Prelims are a completely different part of ISML where a different set of voters participates. So that's why everything matters.

The strong ones that I like are in the auto-qualified slots. So the remaining ones are from newer series that might or might not make the cut, depending on voters' preference mix.

You do have a point there. If some of the prequalified characters aren't as strong in preliminaries as they are in the regular season, it may create an disproprotinately weak group that a weaker character might be able to take advantage of.

Remember that a character's nomination rank affects her seeding in the prelims, so it might be a good idea to put in votes for a character you know will get in, just to boost her position. If you choose the second method, also make sure to not write off some characters (mainly characters in 2010) since you might not know how popular they are yet. I'm probably going to use the second method, since I'm done with nominating characters I'm sure won't get in.

Since I can't decide on picking one choice over the other, it's also mixed plans for now. Though I don't know which plan is the one prevailing based on the following description:

At best, I might go for five (or six) girls from one series and leave the other seven (or six) to be a mix from different series, with at most two characters from each series. At worst, the first four would be the girls from one series while the rest is a mix-up of girls from different series.

Dunno if I'm gonna ditch some of the characters from older series or minor characters (i.e.: the darkhorse characters) from newer series, but if I have to, I hope they can still be considered for exhibition matches or something. Now that I think about it:

Main list: Characters who I REALLY want to nominate and want to see in the finals.

Auxiliary list: Characters who I could nominate for the main list for the heck of it, but would also be nice to see in future exhibition matches.

First, I will make sure all my new favorite on the slot, even they don't have a slim chance on passing to the preliminary (e.g. Takahara Ayumi).

Then, I will choose some of my older favorites, but I will consider their past performance. I will choose the one that will not be stomped by other contestants, like Saki's girls last year. Do they only need to appear on screen, or do they need to appear as a secondary character before the beginning of the Nominations ? I'm pretty sure such a case won't happen, but who knows ? :)

At minimum, their name is needed in the credit roll, or be called at by their name in the episode, as we need a mean to officially verify their presence in the episode.

Well, based on my current list, I would say I've managed to use a mix of both methods. Most of my favourite characters and newcomers have already auto-qualified for prelims, so top priority was nominating the remaining characters that I really liked from the past season and the current one that I believe have decent shots at making it to the regular season. The rest I just filled it out with characters I've always liked, and as much as I know that many of them probably won't make it (like Mai from Kanon), I'd much rather keep their chances alive rather than nominate a character that may be currently popular or having a high potential to make it to the regular season, but I've had little to no exposure to yet. Also, I try to pick just one favourite character from each series, because it gives the competition more variety, so I end up choosing some older characters this way. But there will undoubtedly be some series where a lot of their characters will be in the main tournament anyway.

If Article III (2.2) is considered, then narrator-san would not be eligible.

2. The character must possess both a humanoid appearance and anthropomorphic qualities.

That seems like it would disqualify Narrator-san. Too bad.
